Georgian Prime Minister’s visit to the U.S.

On October 6, the governmental delegations of Georgia and the United States participated at the annual omnibus meeting under "The United States and Georgia Strategic Partnership Charter" within the framework of the Prime Minister's visit to the U.S. The charter meeting was opened by the Secretary General of the U.S. Hillary Clinton.

"The relationship between Georgia and the United States stands on a foundation of shared values and common interests. The Charter that our countries signed earlier has given us a framework for further developing our cooperation. And today, I want to reiterate our commitment to working together to advance Georgia's security and democracy.
The United States will not waver in its support for Georgia's sovereignty and territorial integrity. That support is a core principle of our Charter on Strategic Partnership, and it is fundamental to our bilateral relationship.

The U.S continues to call on Russia to abide its commitment and withdraw the troops of Georgian territory."-The Secretary General declared at the meeting. In her speech, she noted The annual omnibus meeting under The United States and Georgia Strategic Partnership Charter
the reforms enacted in Georgia and called for American businessmen to make the investments there.
The Prime Minister of Georgia, Nika Gilauri thanked to the Secretary General for the warm words: "I want to extend my immense gratitude for your efforts to support the sovereignty and territorial integrity of Georgia during the years.

U.S. support gives us the opportunity to become the core logistics centre. We need the infrastructural reforms. The last two years were crucial for Georgia, but we showed that the economic recovery was possible.

It has two reasons- the one is the support of International financial Institutions and U.S. and the second is - reforms enacted by the Georgian government for 4-5 years.
With regard to these reforms Georgia is the exemplary country in the region, where the Soviet mindset still exists and corruption is integral part of life. Our country has become the
modelThe annual omnibus meeting under The United States and Georgia Strategic Partnership Charter of combating corruption and construction of market economics. And there is opportunity to become exemplary not only for the region but for tMeeting with Daniess end Iohanneshe world.

We are looking forward to the next-year agenda in infrastructure and education fields. We are going to open the American University which will be the education centre in the region.

Georgia presents that Energy corridor through which gas, electricity and oil is exported. In this regard additional projects and developments will become important not for only Georgia and region but for the European energy security.

As for Defense sector -The United States and Georgia are good allies and that has been affirmed by AISAP operation.

Unfortunately, we've suffered losses and I want to thank you for your warm words on the matter. We are extremely grateful for your support in our aspiration for membership in NATO and we believe your backing will continue at Lisbon Summit. We have strategy with regard to occupied territory, which has been submitted to the International Society and we'll continue working on the strategy. Georgia continues democratic reforms and jury trial court which has entered into force recently, represents the good example of it.
We are going to enact many reforms with this regard, we have ambitious objectives and we think that this format is the best way to fulfill these plans, as to deepen and broaden the relationship between Georgia and U.S"- The Prime Minister Nika Gilauri noted at Georgia-U.S.Charter meeting.

Nika Gilauri alsMeeting with Washington Post Editorial Boardo held negotiations with the authorities of American Export-Import Bank before the meetings convened in the Department of State, Washington. The parties agreed to sign the memorandum which will facilitate to attract the private investments in Georgia.

"The memorandum will be signed between the government of Georgia and Export-Import Bank of the United States and it will be the first institution of Exim Bank in Georgia. Clinton's speech expressed the great support. In fact, she noted all matters in which Georgian society is interested. U.S calls for Russia to pull out occupation army from Georgia"- The Prime Minister declared. Nika Gilauri was at the United States Senate, where he held meeting with the senators, Richard Lugar was also involved in the meeting.
On October 7, in Washington, the Georgian delegation under the supervision of Nika Gilauri met to the Daniel W. YohanMeeting with Daniel B. Poneman, Deputy Secretary of Energynes, Chief Executive Officer, Millennium Challenge Corporation.

During the meeting, some implemented projects or planned future projects were core subjects. In MCC, the current projects in Georgia were approved. It was noted at the meeting, that Georgia is the only country where the projects under the MCC are implemented according to the schedule.

After the meeting with MCC Chief Executive officer, Nika Gilauri stated that "Chief Executive Officer, Millennium Challenge Corporation will come to Georgia at the end of October and assess Georgia's progress. We are the only country which has fulfilled all the projects. In November, the council will make the decision whether it will second transh or not, and this sum will be used to develop the education. We've also discussed the subject about establishing the University in Georgia under the American Management".

Meeting with Daniel B. Poneman, Deputy Secretary of EnergyNika Gilauri also met to Philippe Le Houerou, the Vice President of World Bank and authorities of the World Bank.,then he made the speech at the Atlantic Council of the United Sates. In his speech, he mainly talked about economy.

"We've discussed the possible electricity transit to Iraq via Turkey with the deputy Minister of Energy of U.S.. Georgia becomes the small energy centre in the region.. There are two main things with regard to Sochi Olympics: Olympics are the symbol of peace.. and holding Olympics in the country which has occupied the 20% of neighboring country is beyond the essence of Olympic games. .. We Nika Gilauri’s Public Speech at the Atlantic Council of the United Statesare concerned about two things- wrecked infrastructure and environmental protection in Abkhazia. Russia is destroying environment on the territory of Abkhazia by the works taking place in Sochi" The Prime Minister Declared. He noted as well that State Secretary Hillary Clinton said that "US demands from Russian occupation forces to leave territory of Georgia..", this is the key priority of our country... we'll set this subject every day...

The energy situation was hard 5 years ago, we were dependent upon Russia, now the Georgia is energy independent country and we Nika Gilauri’s Public Speech at the Atlantic Council of the United Statesexport electricity in Russia. We support Russia's affiliation to the Organization of Commerce, welcoming to all organizations which promote Russia will become more civilized, but if all rules of the organization shall be observed . One of the commitments is that customs checkpoints and borders shall be transparent between two member countries of the organization. At the present time, Abkhazia and the so-called South Ossetia's territories are occupied by Russia, and Russia can't meet this commitment.

One of the reasons of Russia's intrusion was to say to the world that this corridor was not safe, even though we didn't stop gas export from Azerbaijan to Turkey.
If we enter into the contract, we firmly observe conditions. When Russia was bombing Georgia, we didn't stop export... 2009 was hard year for us, but we are in the process of economic recovery. GDP has increased to 5- 6% this year. Furthermore, it's worth noting that foreign investment flows have increased. Georgia has become the regional investment centre. Due to the reforms enacted, foreigners make their choice to the benefit of Georgia".

On his business visit to U.S., Nika Gilauri met to Rajiv Shah, Administrator of the USAID. The Prime Minister of Georgia proposed several projects to the U.S. Development Agency, which will be financed by the USAID in Georgia.Meeteing with Dr. Rajiv Shah, USAID Administrator

Meeting with Ms. Ngozi Okonjo-Iwaela, World Bank Managing Director"USAID is on of the great investors in Georgia and carries out the important projects in energy sector ...USAID has earmarked a $ 80 000 000 grant for the project concerning the house rehabilitation of refugees. These projects are ready to begin now"-Nika Glauri declared after the meeting.

The meetings between the Prime Minister and Elizabeth Littlefield to OPIC and also with Ronald Kirk, United States Trade Representative were convened.

Nika Gilauri made his speech at the J.P.Morgan Investor Seminar and met to Mr. Masood Ahmed, IMF Middle East and Central Asia Department Director.

The Prime Minister of Georgia met the Secretary of the United States Department of the Treasury Timothy Geithner during his visit to the U.S.

After the meeting it was announced that International Finance Corporations would increase funding to Georgia. Political and economic issues were on the top of agenda during the bilateral talks.

Meeting with Timothy F. Geithner,   Secretary of the Treasury  "The visit served several purposes: the first- to strengthen the political support, which is obvious and it was fully expressed during the visit , the second- cooperation with the organizations funding their projects themselves and the third purpose - the group of organizations working with private sectors. In fact, the main goal was to gain the political support of funding Georgia, as a result of which the organizations would be ready to continue collaboration with private sector. I'm extremely glad that all these purposes have been achieved. We had the successful meeting with the Secretary of the United States Department of the Treasury Timothy Geithner, who expressed his readiness to back all the projects, and would allocate the funding to the organizations from US. budget with regard to Georgia. Hillary Clinton called for the American private sector, (I want to note it doesn't happen very often) to put investments in Georgian economy.
We can see if the American businessmen and representatives of American private sector will be active with regard to Georgia next year "- Nika Gilauri noted after the meeting with the Minister of Treasury of U.S Timothy Geithner.
