Executive Government Meeting led by Mamuka Bakhtadze, Prime Minister of Georgia was held today at the Government Administration. Cabinet of Ministers discussed 18 items included in the agenda of the meeting.

With Government Resolution and for promoting the production of milk and dairy products, VAT will be exempt with an offsetting right on natural milk and dairy production in Georgia.

At the same time, amendments will be made with a Government Resolution to Decree N415 on Special Taxation Regime dated December 29, 2010. It is conditioned with recent amendments made to the Tax Code of Georgia. Namely, threshold for special taxation for small businesses and individuals will be increased from 100 000 to 500 000 GEL. Revenue types have also been endorsed for exemption under the special taxation regime as they will not be captured in the total revenues defined for individuals engaged in small business when calculating their annual earnings under a threshold of 500 000 GEL within a calendar year.

Government made a Resolution today about the Public-Private Partnership (PPP) Agency - legal entity of public law (LEPL) and endorsed its Charter. Public-Private Partnership (PPP) Reform is a transparent, effective and modern legal and institutional framework of cooperation between the public and private sectors, which facilitates the intensified interaction between them, improves investment and business environment and creates attractive environment for investments. Newly established Public-Private Partnership Agency will significantly facilitate the implementation of projects aimed at the public needs and ensures the capacity building opportunities. Agency is mandated to ensure an effective implementation of projects of public significance within the cooperation of public and private sectors, thereby ensuring the introduction of transparent mechanisms and international experience. Standardized procedures will thus lead to the reduced transaction costs. State Budget of Georgia has earmarked 500 000 GEL for the establishment and operation of the Agency in 2018.

Government of Georgia has also enforced a Decree in line with which the Ministry of Labor, Health and Social Security will receive 1 573 561 GEL from the Reserve Fund of the Government to subsidize the cost of power energy consumed by the socially vulnerable groups of population. Subsidies will apply to the households registered in the Common Database of Socially Vulnerable Groups, except for those registered within the administrative borders of Tbilisi Municipality, rating score of which in the assessment of socio-economic conditions equals or does not exceed 70 000.

In addition, Government of Georgia has decided to increase the remuneration of emergency rescue brigades in rural areas by 20-30 per cent.

Cabinet of Ministers of Georgia has also endorsed a Decree defining a list of increased hazardous, acute or harmful occupations in dangerous conditions. Government Decree elaborates on the list to make sure that health and safety standards and adherence to them gets inspected and if detected - supervision body needs to levy the applicable administrative sanctions.

Government of Georgia has also approved a series of measures to facilitate harvest collection in 2018.

With an aim of organized performance of measures facilitating the harvest collection in 2018 (Kakheti, Racha-Lechkhumi and Kvemo Svaneti regions), National Wine Agency has been instructed to establish a Harvest Coordination Centre by engaging the Ministry of Environment and Agriculture of Georgia, its subordinated agencies, Ministry of Internal Affairs of Georgia, Governors' Administrations from Kakheti, Racha-Lechkhumi and Kvemo Svaneti regions.

Ministry of Internal Affairs is mandated to ensure the public order and security at the site of grape collection and handling during the harvesting period this year.

Wine companies, which have intentions to accept/process grapes need to get registered at the Harvest Coordination Centre so that the latter has a comprehensive information on the winemakers engaged in the harvest, their contact details and location. Also, they need to provide information on the daily uptake of grapes. Wineries are obliged to accept and process grapes at enterprises equipped with balances certified by the National Agency of Standardization and Metrology of Georgia - legal entity of public law (LEPL) to ensure the most accurate records keeping on accepted grapes.

Also, Government Decree has endorsed the plan to have about 1500 young people admitted to a Robotechnics Summer Camp from July 15 through August 31, 2018. Besides getting a decent rest, they will get exposed to technologies and innovations. Project is implemented by the National Centre of Children and Youth at the Ministry of Education, Science, Culture and Sports of Georgia in conjunction with various public institutions and it is aimed at the promotion of science, technologies, engineering, math, robotechnics and modern achievements of technology among the youth through the implementation of practical lab projects - development of research skills and creative thinking, promotion of healthy life style.

Project is implemented at the Military Lyceum of Cadets named after Gen. Giorgi Kvinitadze in Kutaisi.
