Mamuka Bakhtadze, Prime Minister of Georgia led the Executive Government Meeting today at the Government Administration. Cabinet of Ministers discussed 18 items listed in the agenda of the meeting.

Government of Georgia will allocate 4 800 000 GEL for the recovery of the recent natural disaster in the country. In line with the Government Resolution, funds will be disbursed to Dusheti, Tsageri, Lentekhi, Mtskheta, Lanchkhuti and Tianeti Municipalities. It also implies the rehabilitation of infrastructure facilities damaged by the natural disaster by the end of the year.

Cabinet of Ministers approved the Draft Resolution on the Measures Scheduled within the Batumi Bypass Road Project implemented with financial support of the Asian Development Bank (ADB). Draft Resolution implies the financing of Bakurtsikhe-Tsnori fragment of the motorway to be constructed with savings made from the ADB-supported project.

Another Government Resolution relates to the transfer of a state owned real estate to Kasleti 2 Ltd with the right of leasehold through a direct sale, which implies that land plots in Khaishi will be transferred to Kasleti 2 Ltd for the commissioning of a hydro power plant (HPP).

Namely, under the project proposal, Kasleti 2 Ltd will acquire 853 sq. meters of non-agricultural land in Kveda Tsvirmidi settlement of Khaishi village in Mestia Municipality along with the buildings and constructions associated with the land. In addition, the company will also gain a lease hold on 1600 sq. meters of non-agriculture land in Kveda Tsvirmidi settlement of Khaishi village of Mestia Municipality for a period of 49 years.

Also, another Government Resolution was issued on the transfer of a state-owned real estate to Aqua Energy Georgia Ltd with a right of construction. According to the supporting documents, Aqua Energy Georgia Ltd will get a non-agricultural land of 1413 sq. meters in an orchard estate in Tbilisi for 49 years with a right of construction with an aim of compliance with the commitments assumed under the Memorandum of Understanding (MOU). The latter implies the construction of a Tbilisi Sea HPP adjacent to the upper main water supply pipeline in Tbilisi.

Government of Georgia also endorsed today a Draft Resolution on its agreement to grant a usufruct right for gratis to Divine Child Foundation of Georgia - legal entity of private law - on the property previously used by the Ministry of Refugees from Occupied Territories, Labor, Health and Social Security of Georgia.

Above topic relates to the newly constructed Town House built on 1000 sq. meters of land adjacent to Didi Dighomi District in Tbilisi, which is designed for rendering services to children with acute and grave disabilities or health complications. Service provider is the Divine Child Foundation of Georgia - legal entity of private law - which has been identified by a special commission on the grounds of a contest. Property of the organization will be transferred for gratis under usufruct with a timeframe of 10 years.

Divine Child Foundation of Georgia will offer specialized family type services and operation to children with acute and grave disabilities or health complications within the referred real estate.

Ministry of Finance of Georgia submitted a Draft Resolution to the Executive Government Meeting on the increase of funding for projects to be implemented in the regions of the country by 40 million GEL. Hence, 240 million GEL will be allocated in total to local authorities for the implementation of regional projects throughout 2018 from the Fund for Regional Projects. Amendments have also been made to the Rules on Disbursement of Funds from the Mountainous Settlement Development Fund by Municipalities. Overall, 22 municipalities that have been earmarked funding from the State Budget, have been added with 2 and namely Mestia and Tianeti municipalities. Funding has been increased by 476 685 GEL, which will be used for the rehabilitation of infrastructure facilities.

In line with another Government Resolution, scope of beneficiaries and list of medication is going to be increased for the provision of treatment to individuals suffering of chronic diseases. Eligible category of beneficiaries will now include the pension age individuals also (women over 60 and men - over 65), handicapped children and individuals with a status of acute or significantly demonstrated disabilities. Program beneficiaries will be able to purchase medication within the scope of the initiative by paying (i.e. co-financing) less than 50% of the market cost.

Services offered under the program include the following: procurement of pharmaceutical products for the medical treatment of chronic (a) cardio-vascular diseases, (b) lung diseases, (c) Type 2 Diabetes, (d) thyroid gland; logistics component - customs clearance expenses associated with the pharmaceutical products entering Georgia, along with their handling, storage, transportation and circulation among the program beneficiaries.

Government has also decided to make adjustments to the Government Resolution on the Adoption of a State Program on Management of Hepatitis C. Namely, scope of coverage and eligible beneficiaries will be extended, diagnostics will become cheaper, electronic database will be created, program will become more decentralized and registration will be made easier. Also, most advanced medication has been imported to treat Hepatitis C, thus making Sofosbuvir/Velpatasvir (Epclusa) available from now on.

State Program for Management of Hepatitis C has been implemented since 2015. Over 50 000 individuals were registered and admitted to the program as of July 2018, out of which over 48 000 started medication, over 44 000 completed treatment and 98.2% have been cured.
