Georgian Government Program

Georgia has the historic opportunity to build a free, integrated, democratic, welfare and just state. It has made significant steps in this direction after the Revolution of Roses which has laid as the foundation of a new Georgian state.

The new Georgian state as a part of the contemporary developed mankind will be the state based on the development of a human and freedom of activity, the state for an individual.

The new Georgian state means the following:
- free Georgia with the adequate defense capacity;
- integrated Georgia - for every its citizen;
- democratic Georgia - the transparent state with institutions, developed civil society and freedom of speech;
- just Georgia with the independent and unbiased judicial system;
- welfare Georgia with the protected private ownership and economic freedom;

To attain these objectives the top priorities of the Georgian Government are:
- restoration of territorial integrity by peaceful ways and civil unity;
- stable economic growth and employment promotion;
- formation of effective administration;
- membership in NATO; gradual integration in the European Union.

The prerequisites for attainment of the state objectives are, on one side, provision of the public stability, and on the other side, sustainability of dynamics of reforms and state modernization.

The objectives of the Georgian Government are:
- more working places in the private sector;
- transparent and effective state administration and self-government;
- effective administration of justice;
- adequate defense capacity;
- effective law protection system;
- energy security;
- equal regional development;
- stable and effective nature management;
- high-quality and concrete development opportunity;
- open and tolerant cultural development;
- international economic and cultural integration with the developed and neighboring countries;

Priorities of action of the Georgian Government
State policy

National security and foreign policy sphere
Gradual implementation of the national security idea;
Membership in NATO based on the implementation of the intensive dialogue (ID) and membership action plan (MAP);
Optimization of armed forces management and enhancement of their fighting efficiency; reforming of the army according to the NATO standards; improvement of the system of public control over the armed forces; completion of formation of the armed forces;
Successful implementation of the European Neighborhood Policy Action Plan (ENP Action Plan) and improvement of the quality of "Four Freedoms" (mobility of people, capital, goods and service) with the European Union.
Effective promotion of regional cooperation of the Black Sea and South Caucasus neighboring area;
Extension of diplomatic and consular network;

Building of governmental institutions

The dedicated implementation of peaceful initiatives and plans of actions aimed at settlement of conflicts by peaceful way and restoration of territorial integrity, that includes:
Increase of the international community's role in the process of political resolution of the conflicts;
Stirring up the direct dialogue with the residents and society in the regions of conflicts, implementation of initiatives aimed at restoration and rehabilitation of confidence there;
Increase of the effectiveness of the temporary administrative-territorial unit administration of the former South Ossetia District;
Total infrastructural and social reintegration of the Upper Abkhazia;
Promotion of establishment of the independent, reliable, unbiased and optimized judicial system;
Reforming of the criminal, civil and administrative law to secure the public stability, state modernization and human rights protection;
Promotion of the effective self-government formation; delimitation of powers and property;
Development of the public security system through the enhancement of the functional and material-technical provision; improvement of the emergency management system;
Development of the police system of the border guarding;

State administration and regulation

Legal sphere
Radical reform of the law-enforcement system to provide the timely and effective execution of the court decisions;
Formation of the universal civil register infrastructure and database; increase of the public register reliability and quality of service;
Rehabilitation and institutional reform of the penitentiary system;
Development of effective mechanisms of protection of human rights of prisoners and their resocialization;
Critical and system revision of the legislative base.
Formation of the available and qualified institution of a treasury lawyer.

State administration sphere

Effective implementation of the national anti-corruption strategy of Georgia;
Reforming of the state administration and public service, enhancement of the human resources selection and motivation system for introduction of "small authority" and "good administration"; improvement of mechanisms of regular public reporting, accountability and civil control of state administration bodies; perfection of the middle-term, result-oriented cost policy and mechanisms of the state budget.

Economic freedom and infrastructural development

Institutional regulation of economy
Total introduction of the legislative requirements for licensing and permission and enhancement of the supervision system; completion of denationalization of state-owned industrial entities and property; increase of transparency and commercialization of the state property management; minimization of the state regulation impact on the entrepreneurship; introduction and institutionalization of the Regulation Impact Assessment; inclusion of natural (including forest) resources in the economic turnover; diversification of forms of natural resources use to provide the stable development; reforming of the agricultural sector with minimization of regulation and intervention; reforms in agriculture based on private investments; implementation of program "One Hundred New Enterprises"; creation of conditions of growth of efficiency and competitive ability of agricultural production; promotion of search of alternative markets for agricultural products; reforming of the finance sector for transformation of Georgia into a modern financial center; creation of free industrial areas;
Provision of the best business environment and improvement of the credit rating;
Drafting of free trade agreements with the strategic trade partners.

Infrastructural security of economy

Use of private and public partnership for the infrastructure development;
Providing stability and safety of energy system through the increase of alternatives and higher quality of integration in the international energy system;
Regional development through the intensive rehabilitation and development of the engineering and social infrastructure.
Implementation of Open Policy for all transport means to provide mobility, international integration and transit attractiveness;
Introduction of water resources basin management system;
Rehabilitation and commercialization of melioration system;
Enhancement of the universal system of product harmlessness; increase of the national epizootic security.

Personal development

Social protection sphere
Formation of integrated system of social aid oriented at poverty elimination;
Development of voucher system of medical insurance of target groups (poor and old people);
Formation of purposeful anti-poverty system for old people;
Institutional reform of user-oriented, based on the private property and insurance principles health care system; completion of the first stage of the general plan of development of hospital sector "One Hundred New Hospitals" and gradual implementation of next stages;
Implementation of the public-private partnership program for development of a family doctor institution for rehabilitation and availability of the first medical aid system.

Education and culture

Private-state partnership for creation of a new infrastructure of education, culture and sports and increase of the role of public sector; integration of higher education and science; formation of Knowledge Town in Tbilisi;
Enhancement of the grant and competition system of financing of the scientific researches; promotion of institutional and syllabic compatibility of the education and science system with the international educational and research area; creation of new educational and research infrastructure, including that one based on the private-state partnership.
Formation of occupational training system oriented at new requirements of the economy; private-public partnership in occupational training; encouragement of creation of new working places.
