Zurab Noghaideli’s commentary on the unified national exams of 2007

On 18 July, in the media center of the unified national entrance exams the Prime Minister of Georgia Zurab Noghaideli together with the Minister of Education and Science Aleksandre Lomaia took part in the summarizing briefing: Unified National Exams - 2007.

The prime minister gave a positive assessment to the unified national exams of 2007 and called them successful on the whole. To his words, the most difficult and serious part of the exams is over. Exams of this year have proved that a stable and effective examination system has been created in our country, which provides an optimal, good willing and quiet environment for each university entrant in order to enable them to show their knowledge and capacities; it places all of them in equal position and gives exact assessment to their level of academic preparedness.

Zurab Noghaideli emphasized that this system has put a final end to the shameful malady which during the entrance exams blocked the way to thousands of young people only because they didn't have an influential protector or couldn't afford giving bribes to the corrupt members of the examination commission. "In compliance with the research undertaken a few years ago, only 15-20% of the applicants managed to get seats at the high educational institutions. But today, a hundred percent of the young people gained the honorable title of a student only by way of their knowledge, academic preparedness and diligent work. It's important to note that the evaluation and correcting system of the works presented in the course of the exams is completely transparent. All the works will be placed on the unified national exams' web-site http://www.naec.ge/ and each university entrant will have the opportunity of seeing his/her work before deciding to appeal. Transparence from the moment of registration of each applicant until their enlisting at the universities - is an inseparable part of the said system. It is because of the above mentioned factors, that according to all kinds of palls on the local as well as international scale, the unified national exams are attributed an absolute trust and confidence on behalf of the population, which is a valid testimony and a good indicator of success of this system", - the prime minister stated.

Zurab Noghaideli also spoke about a new model of allocating funds, which envisages financing of the best students. This will enhance fair allocation of state funds based on personal achievements and merits honestly deserved, as well as promote healthy competition among the universities; it will also increase the quality of learning. "The loan programs of the banks are of paramount importance in this and they are growing continuously; the credit conditions are improving which makes the university education more available to the young people", - added the prime minister.

A record number (39278) of the university entrants took part in the unified national exams of 2007. "Achieving success in the unified national exams is the first serious and independent victory gained by the greater part of our young generation. Taking exams successfully makes the students get convinced that it's only depending on their own knowledge and personal capacities that they will be able to achieve success in their future career. Objective and unbiased exams are an inseparable part of the educational reform in Georgia which is targeted at creating economics based on academic knowledge. The infrastructure is improving in all segments; qualification of the teachers, contents of education and financing of the education sector is continuously increasing in general, as well as in vocational and high education institutions. By the year 2010 reconstruction and rehabilitation of all public schools will be completed; a number of new schools will be built in Georgia and it concerns not only the public schools but naturally, other facilities of high education and sciences", - the prime minister emphasized.

At the closing of his presentation Zurab Noghaideli thanked the Minister of Education and Science of Georgia Aleksandre Lomaia and the whole staff of the ministry, as well as the personnel of the National Bank of Georgia, the staff of the Ministry of Interior, the Ministry of Healthcare and Social Protection, the President's Official Representatives and representatives of the local-government organs, and all other citizens who haven't spared their efforts to conduct the unified national exams in an organized and successful way.
