"Good day. Before we start discussing the issues on the agenda, I would like to talk about two questions. These are the issues on today's agenda and they will be interesting for the public. I mean the issues concerning the field of education. As you already know, one of our main priorities is reforming of the field of education. Today, we will discuss the issues concerning regulation of university. After a number of meetings we have determined what the main problems are in this direction. Decisions we are going to make today will make university management much more effective granting universities larger autonomy. Through this decision, we make amendments in regulations of and relations between the government and universities, according to which, certain property will be placed at their disposal and they will be granted larger autonomy. There will be other slight changes about which I would like Dima (Shashkin) to inform the public later. Another important issue on today's agenda is reforming Agricultural University. Fund of agricultural education and science have been founded. This is a private fund with which we will have tight relations. According to the memorandum, from this private fund quite solid investments will be made with respect to Agricultural University and agricultural education. As you already know, agriculture is our priority, and especially, this year. While discussing problems of agriculture, we found out that one of the main problems was the field of education in direction of agricultural sector that aroused our desire to take very fast steps with respect to reforming Agricultural University."
