On December 19, 2013 the Government session was held. During the session 26 items on the agenda were discussed. Afterwards 2 issues were added and 28 items were approved.
Agenda.
According to the government session decision, and through amendments made to the law, „approval of the list on narcotic drugs, psychotropic substances, precursors and some medicines containing psychoactive substances and their legal circulation rules", the control regimes specified for other I group medicines, defined by the order N22/N of the Ministry of Labor, Health and Social Affairs of Georgia, will be applied to pharmaceutical products. The mentioned above amendment will enable carrying out strict control on their circulation (import, storage, recordkeeping, issuance) and, finally, prevent the negative consequences that may lead to misuse of the given pharmaceutical products. According to the project, the order of the minister of Labor, Health and Social Affairs of Georgia, defines the list of misused medicines, among them list of preparations (the medicines and preparations, misuse of which in pure form or together with other substances causes drug intoxication), which will be subjected to special control regime, provided for substances under special control, and legal circulation rules.

Cabinet of Ministers also approved the Georgian draft law on „Inserting Amendments in Imprisonment Code", according to which a new type of detention facilities are created, in particular, low risk and special-risk detention facilities (Article 10, part 2, Articles 101, 123, chapters VIII1, X1).The convicted prisoners will be placed in detention facilities in accordance with risks, and risk types and criteria will be specified by the minister's order. The draft law aims at complying penitentiary system regulatory legislation of Georgia with international requirements, formation of European standard penitentiary system, adherence to legal requirements within detention facilities and penitentiary institutions, realization of accused / convicted rights, supporting their rehabilitation and re-socialization processes, provision of safety and legal procedure requirements.

The Government approved the draft law on "Genetically Modified Living Organisms" aiming at commitment to the duties undertaken by Georgia in accordance with "Cartagena Protocol on Biosafety to the Convention on Biological Diversity" and reflection of regulations in relation to use of genetically modified living organisms in Georgian legislation.
