Government session was held on February 20, 2014. Today, they discussed 28 issues according to the agenda, 4 issues were added, and 32 issues were approved.
According to the decision of the Government session, the draft resolution "on new psychoactive substances" of the Georgian Government was approved.
The aim of the bill is a fast coping with the problems related to the spread of the new psychoactive substances by criminalizing them, effective response in the direction of the fight against the drug abuse and to this view, avoiding the major threats to the life and health of population.
According to the bill, manufacturing, purchase, storage, transportation, sending, selling, illegal import to Georgian territory, illegal export from Georgia or transition through international shipping of the new psychoactive substances is prohibited. Exception is using the new psychoactive substances, exporting it to the territory of Georgia, importing it from Georgia or transiting through international shipping for educational, scientific-research, expertise and criminal law activities. Such permission is controlled entirely by the Ministry of Interior Affairs of Georgia and legal circulation is permitted only with the prior consent of the Ministry or its authorized legal entity. On the one hand, the new psychoactive substances are separated from each other and pharmaceutical products, as well as controlled substances, on the other hand. Other modes of control are applied to the latter and not this bill.
The government also adopted a resolution "on Rural Support Program". 50 million GEL for the local projects will be allocated from the local budget in the frameworks of the "Rural Support Program" of the state budget. Within the amount, provided under this program, the first line of social- economic needs of villages will be gratified. Involvement of local communities in the implementation of self-governing will be strengthened. The problems of the local importance will be solved according to the priorities set by the population themselves.
According to the decision of the cabinet, changes were made to the state program for the financial support of rugby development. The change, aiming more effective financial support of the Georgian rugby from the state, will support the development of the mentioned sport. It will be a reflection of the state's largest support. For the first time in the history of Georgian rugby, the first league teams will have a base funding.
