The Organization for Economic Co-operation and Development (OECD) hosted a high-level conference in Paris, France.

The conference was opened by OECD Secretary-General Mathias Cormann and European Commissioner for Neighborhood and Enlargement Olivér Várhelyi.

The event's participants include senior representatives of the OECD member states, Western Balkans and Eastern Partnership countries, the European Commission, and other international organizations.

At the conference, the OECD's Support for Improvement in Governance and Management (SIGMA) program officially presented the updated principles of public administration. This framework document is designed to help EU candidate countries and prospective candidates in shaping good public administration. The principles were first published in 2014, while having been updated this year in light of global challenges.

Within the scope of the event, the participant countries presented their own experiences in the process of developing public administration and held a discussion on existing achievements and challenges. Revaz Javelidze spoke about Georgia's implemented and ongoing reforms, also plans for the future, and pointed out the high political importance of said reform for Georgia's European integration.

The public administration reform was launched in Georgia in 2015. The reform is based on the EU public administration principles developed by the OECD/SIGMA and envisaging five key directions. These are: policy planning and coordination, public service and human resource management, accountability, public service delivery, and public financial management. In February 2023, the Government of Georgia approved the second Public Administration Reform Strategy and Action Plan for 2023-2024. The public administration reform is designed to develop a transparent, accountable, and effective public administration system in the country.
