Meeting of the Government as of April 5, 2012 On April 5, 2012 was held the meeting of the Georgian Government. The agenda included 105 items.

Before the meeting, the premier minister Mr. Nick Gilauri talked to the ministries of MOHLSA, Agriculture and Energy about current working processes.
Here are the speech of the Premier Minister:

"Good Afternoon. I want ministers to provide some information about the current working processes to society before we start the meeting. Let's start with the ministry of Agriculture. Here the time for spring Agro cycle has come, are we ready for it? We have promised to society to provide special centers, get machinery, tractors, how well are all these working processes held? Where are we now? As I am informed we are in the process of machinery delivery from Belarus.

Zaza, could you tell the society about the step we are making for the agro cycle"...
Z. Gorozia - The ministry of Agriculture: " We have postpone some of agricultural works because of weather conditions. However we have mobilized machinery that are under the state ownership right now. Almost all them are in a good condition, thus ready for the woks. Plowing has been started in many regions, those are the regions where we could deliver the machinery and the land was ready for plowing. We delivered more than 120 tractors, also seeds, that re[resents the primary need and today we are going to distribute. We are ready to provide plowing processes as appropriate. Regarding the centers, we are going to start intensive opening in 10 days, we had to postpone till now because of weather."

Nick Gilauri: "Inappropriate weather condition has created some barriers for spring working processes, however these all are left in past and all our promises we made in agricultural sphere, will be fulfilled in time".

Z.Gorozia: "We will have 284 tractors for 15th of this month. Afterwards, we are expecting left machinery, in total of 600 machines are going to be delivered".

N. Gilauri: "I would like to address the ministry of Energy with some questions. I am sure, Cold winter has caused some burdens for Hydro electric stations construction processes. However I hope, we have overcome the problems. I wonder, how is the construction processes going on as we are building 15 stations, also I'd like to know when are we going to start new constructions and how is the plan, we presented to society in the beginning of last year, conducted?"

A. Khetaguri - The ministry o Energy and Natural Resources: "First f all, let me remark that we had quite cld and heavy winter in terms of energy issues. Snowing has caused termination of construction for a while almost all hydro energy stations. We are leading recovery processes, snow still remains as a burden factor in high mountainous regions, but still we have renewed the active process in some of the stations, but till the end of second half we will manage the working process to be in a usual condition with accelerated rhythm. Nowadays we have active construction process in Larsi Station(20 mw) , Dariali Station (109 mw), Faravani Station (78 mw), Mtkvari Station (43 mw), Shilda station (5mw), Khadori (2-5 mw). We will renew construction of Khelvachauri station (36 mw), Kirnati (34 ,w), Bakhvi 2 (20 mw), Bakhvi 3 (6 mw), Lekhuri station (12 mw), Aragvi station, Nabeghlavi and others in June.

In total we are constructing 15 Electro station with the capacity to generate more than 420 mw energy. At the same time, we are going to start ten more station construction this year where some of them are large stations. It's worth to note that the process at the same time supports employment".

N. Gilauri: "We are expecting to provide almost 13 000 new vacant positions for the construction of electro stations... Some of the workers have already worked on the construction of highways or water plants, but in this case. We are going to create new vacant positions and this carries high importance in terms of unemployment reduction.

On a final stage, I would love to ask to Zura about game principles that we have promised to population to be worked out. These are game principles that have to regulate communication and service provision among beneficiary, Insurance Company and Hospital with the aim to protect customer rights when he or she goes to hospital or any of medical clinics to get the service and when the latest uses any of insurance package. So, how has the working processes conducted? Where are we now? I would like to have the game principles to be worked out under the close cooperation with Insurances Companies and Medical centers. Can we provide presentation of final version to society in nearest future?"

Z. Chiaberashvili - "Let me tell about it, Mr. Premier. We have worked out the basic version of game principles. I would like to remark that the game principles are very important and there is a high demand for it, especially in regions, when we visit them, we can clearly see it. The citizen, beneficiary using state insurance policy still experiences problem for service provision, he or she might simply not receive required service or if received, the quality can be low. At the same time, there is a third element that is regulation of communication between medical centers and insurance companies to manage financial compensation on a base of some rules. These financial resources are used to provide salary payment for the personnel and to cover other costs.

Well, we have worked out these game principles as you requested and have already sent to Medical centers and insurance companies. They have provided some comments. It is very important to consider the needs and sights of each participant of the system in the process. I have a document with me, where are provided all comment, we have received from different players of the system. Right now, the appropriate department of ministry is in the process of discussion of all the comments. Next week, I am going to present summarized version for government representatives to discuss and consider needs and sights of all main players of the system".

N. Gilauri "This is what we aim at. Zura, I would like to have final version for presentation in the nearest future. We have to meet once again to discuss each detail and present the final version to population.

And at the end, I would like to end up with football. First of all, I would like to congratulate to all Georgians excellent victory of 17s. Youths have done their best to be presented on Europe Championship and they reached the goal. Lado, I want to meet with Head of Football Federation and discuss if there is a need of additional financing to have additional meetings before they are gone on Europe Championship in May. I am sure, this is a real evident that Georgian Football has a successful future. New generation is much more stronger when we expected and we all have to do our bests to support them".

L. Vardzelashvili - The ministry of Sport and Youth Affairs of Georgia: "This is a result of recent three years heavy work when we created state program to support Georgian Football development. We have teams with any of age category after 14 years and we provided right practice course for the youths. So here is a result. I think, that Georgian players made a great success, they are invited in Europe Championship best player teams struggled to get in. Still we face great struggle to win. For this reason, we need to provide additional resources, conduct works to support our sportsmen and get ready for Championship".

N. Gilauri: "I just want to remind the society that we have created state program for Georgian Football development support three years ago. We have allocated some funds from state budget. We do not meet such practice even in Europe and former CIS countries very often, when budgetary funds are allocated to football federation. Now we can clearly see what the result is. I would like to thank to trainers, each player for the dedication, best play they showed during the contest. They have defeated strong players, Spanish, English and Ukrainian teams. I wish them success in European Championship".
