For the purpose of reforming and reorganization of the Interior Ministry, the Prime Minister of Georgia Irakli Garibashvili instructed the secretary of the State Security and Crisis Management Council Davit Sujashvili to create a working group. With the Prime Minister's initiative the working group which will be consisted of the representatives of the government, parliament, non-governmental organizations, foreign and local experts will work on separation of security service from the interior ministry. Analysis will be prepared and all the risks will be evaluated as much as possible.

"At the Government meeting we discussed the issue, which at the time was the Georgian Dream's promise- separate security block from the interior ministry and reform the Interior Ministry. I have instructed to the new secretary of the security and crisis management council to form a working group. It needs good planning to evaluate risks. For the last two years we have deliberately not discussed this issue, as it was a transitional period, there were challenges. Today is the time that we begin to discuss, to create a working group, which will be absolutely transparent, open. Everyone will be able to participate in the process. Let's sit together and agree which model would be the best in our reality, the Georgian reality. What kind of arrangement will be the most optimal for Georgia. Maybe security block will be separated from the Interior ministry where special services will be included and police will be separately. This is on the level of idea but in what form it will be implemented will be discussed by the working group," - the Prime Minister stated after the government meeting.

According to Irakli Garibashvili proposals submitted by the working group will be discussed by the Government and after this the draft law will be presented to the parliament for approval.
