2014-12-18

For the purpose of increasing independence of prosecutor's office and clear definitions of accountability, institutional reform of the agency begins, - the Prime Minister of Georgia Irakli Garibashvili instructed to establish a relevant working group to justice minister Tea Tsulukiani at the government meeting today.

According to the Prime Minister, like the reform of the interior ministry this was one of the promises from the Government.

"Our main task is to develop prosecutor bodies into effective mechanism against crime, to strengthen it but at the same time, enhance the rule of law in Georgia. Prosecutor's office is a very important body participating in the justice process. For me as for the Prime Minister of the country it is important not to leave any agency that will not affected by our reformative course and which during our governance will not become better than now. Exactly this is meant in development of institutional democracy in Georgia", - the Prime Minister stated.

Under the instruction of the head of the Government discussion of institutional reform of prosecutor bodies will be held in the criminal Inter-Agency Council established in collaboration with the European Union consisting of all of the power ministries, prosecutor's office, a number of ministries, the European Union, the United Nations Development Programme, international and non-governmental organizations.

Irakli Garibashvili believes it is too early to talk about specific models and states that this shall be shown by the working process.

"The main thing is to establish a balanced institutional model, under which the neutrality of prosecutors will be institutionally secured and the principle of accountability will be protected. This refers to the fact that the prosecutor shall become much more independent, but the issue of accountability shall be clearly defined", - the Prime Minister stated.

The head of the Government addressed the interested NGOs to be involved in the activities of the working group and express their opinion to create the best and the most balanced model.
