Under my instruction and guidance, systemic registration of land will be accelerated throughout Georgia. It was announced by Irakli Garibashvili, Prime Minister of Georgia during his keynote speech delivered at a presentation of the systemic land registration reform today.

According to the Head of Government of Georgia, land parcels will be measured, evidenced with documents collected from various sources and registered in title ownership at predefined areas in a systemic manner by the State.

"Land is the wealth of our country and people. Nevertheless, it has not been fully utilized so far as it is not yet clear or precise which land plot is owned by the state, municipality or an individual. Apart from the occupied territories of Georgia, 1/3 of our land is not yet registered. It means that the private property rights guaranteed under the Constitution are not fully enjoyed by our citizens. 1 200 000 hectares of land are excluded from the economic performance of the country. Since regaining the sovereign independence, you may well remember that the land reform was attempted several times, though - fair to say - with substantial violations in majority of cases. Final resolution of this problem is very important for the economic development and advancement of the country. That is why, under my instruction and guidance, systemic land registration reform will be accelerated throughout Georgia. Land parcels will be measured, evidencing documents will be collected and registered at predefined areas in a systemic manner by the state" noted the Prime Minister of Georgia.

Project will be implemented nation-wide during 3 years. It will be carried out everywhere, except for the self-governing cities and occupied territories of Georgia. The project coverage includes 59 municipalities, over 1000 administrative areas and over 4000 settlements.

According to the Prime Minister of Georgia, 1 200 000 hectares of unregistered land will be measured and registered during 3 years. The initiative will cover land parcels currently owned or used, as well as those in unauthorized capture. Also, precision of already registered data will get improved.

Irakli Garibashvili stressed in his key-note speech that systemic land registration is absolutely free of charge for the citizens of the country and that the project is implemented by the Ministry of Justice of Georgia through its subordinated institution - National Agency of Public Registry (NAPR).

"This project has been decided to be financed from the State Budget. Total cost of it is projected at 120 MLN GEL, out of which 15 MLN GEL is contributed by the World Bank and I wish to express my gratitude to the global development institution for this support. Almost 800 individuals - our citizens - were employed within the scope of the project. This initiative is anticipated to develop and promote the profession of a land measurement specialist and we will eventually have 465 certified professionals. Primary land registration will be completed by the end of 2024. It is our goal. As a result, we will have a common, accurate, cadaster and legal entitlement picture - a map - and a comprehensive database of property rights and cadaster data will exist about the real estate in the country. Real estate market will develop as a consequence. All of that will - of course - facilitate the maximum use of land resources, economic advancement and prosperity of each individual citizen" added the Prime Minister of Georgia.

The Head of Government of Georgia thanked every person engaged in the process, Parliament of Georgia, foreign partners, Ministry of Justice of Georgia, Minister Rati Bregadze himself and each staff member of the institution engaged in this initiative.

Rati Bregadze, Minister of Justice of Georgia also addressed the audience at the presentation.

The Prime Minister of Georgia spoke with land measurement specialists after the event and got briefed about the technologies and machinery on display.

Any and all services rendered within the scope of the systemic land registration will be made available locally for the population. NAPR will take measurements and cadaster data without charging any fee. Initiative will be carried out in a systemic manner with active engagement of the population. Documents evidencing the title ownership will be collected from various sources also free of charge. These data will get captured in the system, signatures of parties involved in property deals will get notarized, mediation will flow through public notary services, title ownership on land plots will be acknowledged and facts explained.
